Exactly.
If anything good happened during Obama's reign, the lefties (and Obama himself) claim that he did it personally.
If anything bad happened, of course, it was somebody else's fault, and Obama had not power whatsoever to prevent the problem.
(Switch this around if a Republican is president.)
